Definitely NOT a DL. If you cut an A4 sheet in half, and fold each card long ways you get an 8" x 3" card.
 They do envelopes for that size, as I have some.
Just interested to know the same of the size.

Apparently according to Ideal envelopes it is an A5 card folded length ways.
